Routyn launches a free DeCA tool for road transport in Spain

Since 5 October 2026, every domestic road freight operation in Spain must travel with an electronic DeCA, the Documento de Control Administrativo. The rule applies to everyone moving goods inside Spain, including foreign companies doing cabotage, which means thousands of Portuguese hauliers now need to issue one for every trip they run on the other side of the border.
To make that easy, Routyn has launched DeCA by Routyn, a free tool to issue, change and keep DeCAs. It works with both Spanish and Portuguese data, so Spanish and Portuguese companies can use it as they are. It is available in Portuguese, Spanish and English, and there are no per-document fees.
What it does
- Issues the DeCA in minutes. You get a native PDF with a QR code, built to the Spanish technical requirements (Orden FOM/2861/2012 and the Resolution of 5 June 2026). At a roadside check, the officer scans the QR code and gets the version in force.
- Works with Spanish and Portuguese data. Spanish NIF/CIF and Spanish plates are accepted just like Portuguese tax numbers (NIF), Portuguese plates and Cartão de Cidadão. Shipper, carrier, vehicle and driver can each be Spanish or Portuguese on the same DeCA.
- Has no hidden limits. There is no cap on documents, users or drivers, and no card is needed to sign up.
- Keeps shipper and carrier covered. Both can keep access to their documents for one year, even without an account.
- Reaches the driver where they are. DeCAs can be sent to drivers by email or WhatsApp. Drivers can also issue a DeCA themselves on WhatsApp by sending a photo of the delivery note or a voice note.
- Connects to your systems. A documented API lets you issue DeCAs straight from your TMS or ERP.
The tool covers domestic transport in Spain, including cabotage by Portuguese hauliers. International transport is not covered, since it does not require a DeCA.
Why it is free
Paid DeCA services charge anywhere from €20 to €280 a month, or about €100 a year per vehicle. We think a mandatory administrative document should not become one more cost for transport companies. As Filipe Carvalho, of Routyn, put it, Portuguese hauliers working in Spain should not have to pay an extra fee just to meet an administrative obligation, and with this tool any company can issue a DeCA in a few minutes.
DeCA by Routyn is a free, private service by Routyn. It is not a service of the Spanish Ministry of Transport or of any public authority.
